[§246A-1]  Purpose.  The legislaturefinds that section 3 of article VIII of the constitution of the State has beenamended to provide that all functions, powers, and duties relating to thetaxation of real property heretofore reserved to the State shall be exercisedexclusively by the counties with the exception of the County of Kalawao.  It isthe purpose of this chapter to provide for the orderly transfer of thesefunctions, powers, and duties, including the transfer of personnel, records,and equipment to the counties.
