ยง261-6ย  Civil air patrol.ย  (a)ย Beginning in fiscal year 1988-1989 and in accordance with chapter 42F, the sumof $190,600 annually or so much thereof as may be necessary shall be grantedfrom the general fund to carry on the operations and defray the expenses of theHawaii wing, civil air patrol; provided that not less than $3,000 shall beallocated to each Hawaii based civil air patrol unit that meets minimumrequirements established by national headquarters and has demonstrated itscapability to respond to emergencies within the State.

(b)ย  There shall be expended from the sumgranted under this section only those amounts as shall be needed for:

(1)ย  Repair or replacement of equipment which is notrepaired or replaced by the United States government;

(2)ย  Defraying expenses incurred in emergency servicesoperations or mercy or hazard mitigating missions;

(3)ย  Aviation and emergency services training,including supplies required to administer and implement the training;

(4)ย  Payment of utilities on state-owned properties;

(5)ย  Upkeep, replacement, or purchase of communicationequipment (provided that only those sums shall be expended on communicationequipment as will be necessary for the procurement or replacement ofcommunication equipment not otherwise obtainable by grant or gift from anyother source);

(6)ย  Purchase of aviation and vehicular fuels, oils,inspection services, maintenance, and overhaul work solely for the use of the Hawaii wing, civil air patrol;

(7)ย  Travel expenses related to aviation and emergencyservices training and coordination, not available within the State; and

(8)ย  The cost incurred in meeting the accounting andauditing requirements of CAP Manual 173-2 and the State.

No portion of this grant shall be expended foruniforms or personal equipment of any contractor, employee, or member of the Hawaii wing, civil air patrol nor shall any portion be paid for salaries except as providedin this section.

(c)ย  The commander, Hawaii wing, civil airpatrol, may employ salaried assistants, who shall not be subject to chapter 76,at a salary of not more than the SR-21 salary range.ย  The assistants shallperform administrative and fiscal duties and other duties as may be required bythe wing commander.

(d)ย  All expenditures from the amount grantedin subsection (a) shall be upon vouchers signed by the wing commander and thefinance officer of the Hawaii wing, civil air patrol.

(e)ย  A record of expenditures and a currentfinancial statement shall be provided to the State on the last day of businessof the months of September, December, March, and June of each fiscal year.

(f)ย  In expending the sum granted, the Hawaiiwing, civil air patrol shall assure further that it will consult, cooperate,and coordinate with the departments of transportation and defense to the endthat the maximum education and development in aeronautical matters may beafforded and the maximum contribution to emergency operations and preparednessbe made.

(g)ย  The Hawaii wing, civil air patrol shallcomply with chapter 42F in its application for grants and subsidies; execute anannual contract with the department of transportation by the third day of July;and submit to the department of transportation an annual expenditure plan toensure the disbursement of funds by the tenth day of July, October, January,and April of each fiscal year.
