§264-42  Authority to include other publichighways in the state highway system.  The director of transportationacting in cooperation with appropriate federal and county agencies, maydesignate for inclusion in the state highway system, such other publichighways, including county highways, which are used primarily for throughtraffic and not for access to any specific property, whether residential,business, or other abutting property.
