[§266-26 Responsibility of vessel owner;
evidence of unauthorized mooring.] In any proceeding for violation of any
statute or any rule adopted by the department pursuant to chapter 91 governing
the mooring or placement of a vessel in the State, proof of ownership through:
(1) The state registration number; or
(2) The documented name or number of a vessel; or
(3) Any other identifying name or number;
affixed to a vessel involved in such violation shall
constitute prima facie evidence that the owner of the vessel was the person who
moored or placed the vessel at the point where, and during the time when, such
