§268-12  Liability to persons other than
shippers or passengers; limitation.  The right of action extended by this
chapter shall be applicable to loss or damage of property or personal injury or
death, resulting from the operation of ferries or terminals by the department
of transportation to persons other than shippers or passengers, but any
recovery of damages in such cases shall not exceed an amount equal to the
limitations of the insurance carried by the department to insure it against
