§268-12  Liability to persons other thanshippers or passengers; limitation.  The right of action extended by thischapter shall be applicable to loss or damage of property or personal injury ordeath, resulting from the operation of ferries or terminals by the departmentof transportation to persons other than shippers or passengers, but anyrecovery of damages in such cases shall not exceed an amount equal to thelimitations of the insurance carried by the department to insure it againstloss for such liability.
