[§271G-13]  Security for protection ofpublic.  No certificate shall be issued to a water carrier or remain inforce unless such carrier complies with such reasonable rules and regulationsas the public utilities commission shall prescribe governing the filing andapproval of surety bonds, policies of insurance, qualifications as aself-insurer, or other securities or agreements, in such reasonable amounts asthe commission may require.
