[§304A-1893]  Periodic evaluation.  (a) [Section repealed on June 30, 2012.  L 2007, c 253, §8.]  Evaluationsshall be conducted of the projects and activities funded by the energy systemsdevelopment special fund.  The evaluation shall assess, using objectivecriteria, the degree to which the projects and activities comport with andachieve stated objectives of the energy systems development special fundpursuant to section 304A-2169.

(b)  The initial evaluation shall be conductedat the end of the third year after July 1, 2007, and every three yearsthereafter by a two-person panel of independent energy and environmentaltechnical experts who shall be appointed by the director of business, economicdevelopment, and tourism and who are not affiliated with the Hawaii naturalenergy institute.  The panel shall submit a report of the results of eachevaluation to the legislature no later than twenty days prior to the conveningof the following regular session.  The institute shall cooperate and providesupport to the evaluation panel.
