[§304A-2688]  Limitation of authority.  Notwithstandingany law to the contrary, nothing in this subpart shall be construed toauthorize the board to incur any indebtedness contrary to the stateconstitution or to incur any indebtedness that would be required to be includedin the calculation of the total indebtedness of the State.
