[§304A-3010]  Special account. Notwithstanding any other law to the contrary, the research corporation shallbe authorized to set up a special account for depositing moneys received fromeither public or private contracts, or from private or public grants, awards,or gifts.  The provisions of section [304A-2003] and other laws to the contrarynotwithstanding, this special account may be used to receive, disburse, andaccount for funds of research and training projects of the University ofHawaii, other state agencies, and political subdivisions of the State.  Alldisbursements shall be drawn on the special account upon checks prepared andsigned, as approved by the executive director and some other person authorizedby the board of directors.
