[§304A-3206]  Placement of students. The Western Interstate Commission for Higher Education is authorized to act onbehalf of this State in making arrangements for the placement of students ininstitutions and programs of higher learning outside the states which areparties to the compact establishing the commission.  For that purpose, thecommission may negotiate and enter into arrangements and contracts with thisState or any appropriate agency thereof, with public and private educationalinstitutions and agencies, and with states and other governmental entities. Such arrangements and contracts may provide for:

(1)  Theobtaining of one or more places for students on either a special or continuingbasis;

(2)  Thepayment of partial or full tuition and other charges; and

(3)  Thefurnishing of reciprocal, compensating, or other advantages and benefits insupport of the educational program involved. [L 2006, c 75, pt of §2]
