§312-2.1  Appointment of state librarian;duties; salary.  (a)  The state librarian shall be appointed by the boardof education, without regard to chapter 76, shall be under the direction of theboard, shall be responsible for the operation, planning, programming, andbudgeting of all community/school and public libraries within the State, andmay be removed by a majority vote of its members.  The state librarian may beappointed:

(1)  Without regard to the state residency provisionsof section 78-1(b); and

(2)  For a term of up to four years.

(b)  The salary of the state librarian shall beset by the board of education at a rate no greater than $120,000 a year.
