[§321-19]  Delegation to counties.  Anyprovision to the contrary notwithstanding, the department of health may, inadopting rules and regulations under sections 321-9, 321-10, and 321-11,delegate functions for inspection and enforcement of such rules, including thefunction of issuance of permits, certificates, or licenses, to the variouscounties.  Such delegation of authority shall be in accordance with standardsduly adopted by the department.
