§321-222  Definitions.  As used in thispart, unless the context clearly requires otherwise:

"Advanced life support" meansinitiating all basic life support care as well as invasive patient caredesigned to stabilize and support a patient's condition due to sudden illnessor injury.  The care rendered, excluding basic life support, constitutes thepractice of medicine.

"Advisory committee" means theemergency medical services advisory committee.

"Basic life support" means initiatingnoninvasive emergency patient care designed to optimize the patient's chancesof surviving the emergency situation.  The care rendered consists of all firstaid procedures needed, but does not include invasive procedures whichconstitute the practice of medicine; provided that state-approved basic lifesupport personnel may use fully automatic external defibrillators, initiateintravenous lines, and perform manual external defibrillation under thedirection and personal supervision of a mobile intensive care technician and inaccordance with rules adopted by the department.

"Department" means the department ofhealth.

"Emergency aeromedical services"means a secondary response system that provides immediate critical care andtransport by rotary-wing aircraft of a patient to a facility that providesspecialized medical care.

"Emergency medical services forchildren" means comprehensive emergency medical services includingpreventive, pre-hospital, hospital, rehabilitative, and other post-hospitalcare for children.

"Emergency medical servicespersonnel" means any mobile intensive care technician or emergency medicaltechnician who is certified or licensed by the State.

"First responder personnel" means aperson who has successfully completed a United States Department of Transportationapproved First Responder Course of training in emergency basic life support.
