[§321-321]  Purpose.  The purpose ofthis part is to enable the department of health to assure the availability ofprograms and services which promote the health of women of childbearing age,mothers, families, infants, children, youths, and adolescents.  These programsshall further the State's goals of providing for the health and well-being ofwomen and mothers and help to insure that healthy babies become healthy adults.[L 1988, c 203, pt of §1]
