§323D-17  Public hearings required.  In
the preparation of the state health services and facilities plan or amendments
to the state health services and facilities plan, the state agency and the
statewide council shall conduct a public hearing on the proposed plan or the
amendments and shall comply with the provisions for notice of public hearings
