§325-102  Civil penalty.  Any person orinstitution who wilfully violates any provision of this part shall be fined notless than $1,000 nor more than $10,000 for each violation plus reasonable courtcosts and attorney's fees as determined by the court, which penalty and costsshall be paid to the person or persons whose records were released.
