[§333F-3]  Community services for thedevelopmentally disabled.  The department shall develop and administer acommunity service delivery system which may design, implement, administer,coordinate, monitor, and evaluate the programs and services of the departmentfor persons with developmental disabilities or mental retardation other thanthe operations and management of Waimano training school and hospital.
