[§342D-3]  Board membership. Notwithstanding any law to the contrary, no individual, board, or body of thisState which grants permits required under this chapter shall be or include, asa member, any person who receives or has during the previous two yearsreceived, a significant portion of the person’s income directly or indirectlyfrom permit holders or applicants for a permit; provided that for the purposesof this section, no agency, board, or body of the State shall be considered apermit holder or applicant for a permit.
