[§350-1.3]  Any person may report.  Anyperson, not otherwise required to report pursuant to section 350-1.1, whobecomes aware of facts or circumstances which cause that person to have reasonto believe that child abuse or neglect has occurred or that there exists asubstantial risk that child abuse or neglect may occur in the reasonablyforeseeable future, may immediately report the matter orally to the departmentor to the police department.
