§353B-3 State council for interstate adultoffender supervision. (a) There is established the state council forinterstate adult offender supervision, which shall be placed administrativelyin the judiciary. The council shall be composed of nine members to beappointed as follows:
(1) One member of the house of representativesappointed by the speaker of the house of representatives;
(2) One member of the senate appointed by the senatepresident;
(3) One member of the judiciary appointed by the chiefjustice of the supreme court;
(4) The director of public safety, or the director'sdesignee;
(5) One member from the general public representingvictims groups appointed by the governor;
(6) The prosecuting attorney of the city and countyof Honolulu, or the prosecuting attorney's designee;1
(7) The attorney general, or the attorney general'sdesignee;
(8) The state public defender, or the state publicdefender's designee; and
(9) The compact administrator, appointed by thegovernor, with the advice and consent of the senate and the chief justice.
With the exception of the director of public safetyor the director's designee, and the compact administrator, the terms of allmembers shall be for four years; provided that the victims group representativeand the compact administrator shall be subject to confirmation proceedingsunder section 26-34. No person, except the compact administrator, shall beappointed consecutively to more than two terms.
There shall be one full-time coordinatorposition for the supervision of adult offenders. The coordinator shall beappointed by the judiciary.
(b) The council shall exercise oversight andadvocacy concerning its participation in commission activities and other dutiesas may be determined by the council, including development of policy concerningoperations and procedures of the compact within the State. The council shallalso have the authority to appoint a deputy compact administrator for parolefrom the Hawaii paroling authority, a deputy compact administrator forprobation from the judiciary, and a member other than the compact administratorto cast a vote on behalf of the State at meetings of the interstate commissionin which the compact administrator is absent.
