[§353D-1]  Findings and purpose.  Thelegislature finds and declares that maintaining an inmate's family andcommunity relationships is an effective correctional technique which reducesrecidivism.  The legislature further finds that enhancing visitor servicesincreases the frequency and quality of visits, thereby discouraging violentprisoner activity; and that the location of prisons and the lack of services toassist visitors presently impedes visiting.
