[§356D-122]  Duties.  (a)  In additionto any other power or duty prescribed by law, the authority shall administerand operate homeless facilities and any other program for the homelessauthorized by this part; establish programs for the homeless; and take anyother actions necessary to effectuate the purposes of this part.

(b)  The authority shall adopt rules pursuantto chapter 91 for the purposes of this part; provided that these rules or anyrules relating directly to homelessness authorized by any statute, shall beexempt from the public notice, public hearing, and gubernatorial approvalrequirements of chapter 91, and shall take effect immediately upon filing withthe office of the lieutenant governor.
