[§356D-161]  State sales housing. Notwithstanding any law to the contrary, the authority shall have and mayexercise the same powers, subject to applicable limitations, as those grantedthe Hawaii housing finance and development corporation pursuant to the salesprovisions of sections 201H-45 through 201H-50, and may permit any member of atenant family of a public housing project, or any qualified individual meetingthe income standards under Section 221(d)(3) of the United States Housing Actof 1937, as amended, to enter into a contract for the acquisition of a dwellingunit and lot or the acquisition of a dwelling unit and the lease of its lot,the lease to conform to chapter 171 with the exception that the lease shall notrequire bid, auction, or negotiation, in any public housing project, statelow-income housing project, or elderly housing project that is suitable forsale and for occupancy by the purchaser or a member or members of thepurchaser's family.
