[§371K-7]  Relationships with otherdepartments and agencies and cooperation with office of community services. Every state department, county agency, or other public or private agenciesproviding programs and services to the disadvantaged, refugees, and immigrantsshall be encouraged to actively work toward the goals and objectivesestablished by the office of community services and to coordinate with theoffice of community services the development of its program plans.  Theexecutive heads of all such departments and agencies shall cooperate with theoffice of community services in providing information as the office deemsnecessary for the effective discharge of its duties.  However, nothingcontained in this chapter shall be deemed to delegate or detract in any wayfrom the functions, powers, and duties prescribed by law for any otherdepartment or agency of this State or county, nor to terminate any existingcontracts between such department or agency and any private organizations forthe development or administration of programs or services to the disadvantaged,refugees, and immigrants.  Notwithstanding that each county shall maintainmaximum control over the development and administration of human serviceprograms tailored to meet county needs, each department, agency, officer, andemployee of the State and of the counties shall cooperate with and assist theoffice of community services in the performance of the functions, powers, andduties of the office.
