ยง383-108ย  Cooperation with states, etc.ย (a)ย  The administration of this chapter and of other state and federalunemployment compensation and public employment service laws will be promotedby cooperation between this State and such other states and the appropriatefederal agencies in exchanging services, and making available facilities andinformation.ย  The department of labor and industrial relations may thereforemake such investigations, secure and transmit such information, make availablesuch services and facilities, and exercise such of the other powers providedherein with respect to the administration of this chapter as it deems necessaryor appropriate to facilitate the administration of any such unemploymentcompensation or public employment service law, and, in like manner, accept andutilize information, services, and facilities made available to this State bythe agency charged with the administration of any such other unemploymentcompensation of public employment service law.

(b)ย  The courts of this State shall recognizeand enforce liabilities for unemployment contributions, interest, and penaltiesimposed by other states which extend a like comity to this State.

(c)ย  The officials of any state which extend alike comity to this State may bring action in the courts of this State tocollect unemployment contributions, interest, and penalties due the state.ย  Thecertificate of the secretary of the state, or of the nearest equivalentofficial, that the officials are authorized to collect the contributions,penalties, and interest shall be conclusive evidence of the authority.

(d)ย  The attorney general may commence actionin any other state by and in the name of the department to collectcontributions, interest, and penalties legally due this State.

(e)ย  The attorney general may commence actionin this State as agent for and on behalf of any other state which extends alike comity to this State to enforce judgments and liabilities for unemploymentcontributions, interest, and penalties due the state.

(f)ย  If the agency which administers theemployment security law of another state has overpaid unemployment benefits toan individual located in Hawaii and certifies to the department that theindividual is liable under its law to repay the benefits and requests thedepartment to recover the overpayment, the attorney general may commence actionin the courts of this State to recover the overpayment as agent for and onbehalf of the other state.ย  The courts of this State shall entertain the actionto collect the overpayment.
