[§393-31]  Enforcement by the director. Except as otherwise provided in section 393-7 the director shall administer andenforce this chapter.  The director may appoint such assistants and suchclerical, stenographic, and other help as may be necessary for the properadministration and enforcement of this chapter subject to any civil service actrelating to state employees.
