ยง394-2ย Establishment of programs.ย (a)ย There is established within the department of labor and industrial relationsmanpower development and training programs for the various industries in theState.ย The training programs are to be developed to assist those unemployedand underemployed persons who cannot reasonably be expected to obtain suitablefull-time employment without the benefit of training.ย Instruction and trainingshall be provided by the department of education and the University of Hawaii system,and/or other suitable agencies.ย Where a need is indicated to overcome barriersto possible training, the department of labor and industrial relations, eitheron its own or in cooperation with the various departments and agencies of thestate and county governments and private industry, may arrange fortransportation, child care, health care and other aids to employment.ย Thedepartment of labor and industrial relations is also authorized to formulateand carry out a program of providing useful public service employment tounemployed persons other than public assistance recipients.
(b)ย The department of human services isauthorized to formulate and carry out a program of providing useful publicservice employment to public assistance recipients.ย Refusal to accept suitablework as determined by the department of human services without justifiablereasons shall render an unemployed or underemployed recipient ineligible forpublic assistance.
