§412:10-108  Denial of charter.  If thecommissioner is not satisfied that the applicant meets all the criteria setforth for approval, the commissioner shall issue a written decision denying theapplicant's application for charter.  An applicant who is denied approval mayrequest a hearing before the commissioner in accordance with chapter 91.  Anyfinal decision of the commissioner denying an applicant a charter may beappealed to the circuit court as provided in chapter 91.
