§412:3-207  Denial of preliminaryapproval to organize.  If the commissioner is not satisfied that theapplicant meets all the criteria set forth for preliminary approval toorganize, the commissioner shall issue a written decision denying theapplicant's application.  An applicant who is denied approval may request ahearing before the commissioner in accordance with chapter 91.  Any finaldecision of the commissioner denying an applicant preliminary approval toorganize may be appealed to the circuit court as provided in chapter 91.
