[§431:10C-209.5]  Intervention bycommissioner to adjust rates.  (a)  The commissioner, annually, may reducerates and may adjust rates prospectively for any class or type of mandatorycoverage or optional additional motor vehicle insurance coverage for anyinsurer or group of insurers, if rates are excessive, inadequate, or unfairlydiscriminatory.

(b)  An affected party that objects to a rateadjustment pursuant to subsection (a) shall be entitled to a public hearingunder chapter 91, at which all affected and interested parties shall have anopportunity to examine, comment, and present testimony on the impact andapplication of the proposed or revised rates.
