    Chapter 3. Proclamation Date; Effective Dates of Session Laws

Certificate of receipt
    
Sec. 1. It shall be the duty of the several clerks of circuit courts inthis state, immediately on the receipt of the laws of any session asprovided for by IC 2-6-1.5-5, to transmit to the governor a certificatestating the day when such laws were so received.

Sec. 2. So soon as certificates from all the counties have beenreceived, the governor shall issue and publish his proclamation,announcing the date at which the latest filing took place; of the factscontained in which proclamation, all courts shall take notice.

Sec. 3. (a) As used in this section, "regular session" includes aregular technical session.
    (b) Except as otherwise provided in subsection (d), each provisionof each act passed at a regular session of the general assembly takeseffect on July 1 next following its enactment, unless a different timeis specified in the act.
    (c) Except as otherwise provided in subsection (d), each provisionof each act passed at a special session of the general assembly takeseffect on the first day of the third calendar month after the calendarmonth of sine die adjournment, unless a different time is specified inthe act.
    (d) If an act contains a SECTION that specifies an effective dateor dates for one (1) or more other provisions of the act or declaresthat an emergency exists for the act, then the SECTION takes effectat the same time as the earliest date that any other provision of theact takes effect.
    (e) This section does not apply to acts that are vetoed by thegovernor.
