Postsecondary career and technical education programs; consultation with commission for career and technical education
    
Sec. 1. The commission may consult with and make recommendations to the commission for career and technical education on all postsecondary career and technical education programs.

Biennial plan
    
Sec. 2. The commission shall biennially prepare a plan for implementing postsecondary career and technical education programming after considering the long range state plan developed under IC 22-4.1-13-9. The commission shall submit the plan to the commission for career and technical education for its review and recommendations. The commission shall specifically report on how the plan addresses preparation for employment.

Recommendations
    
Sec. 3. The commission may also make recommendations to the general assembly concerning the plan under section 2 of this chapter.

Budget requests
    
Sec. 4. The commission may submit to the commission for career and technical education for its review under IC 22-4.1-13-15 the legislative budget requests prepared by state educational institutions for state and federal funds for career and technical education. These budget requests must:
        (1) be prepared upon request of the budget director;
        (2) cover the period determined by the budget director; and
        (3) be made available to the commission for career and technical education before review by the budget committee.

Need studies
    
Sec. 5. The commission may:
        (1) make or cause to be made studies of the needs for various

types of postsecondary career and technical education; and
        (2) submit to the commission for career and technical education the commission's findings in this regard.

Biennial report; attrition and persistence rates
    
Sec. 6. (a) The commission may develop a definition for and report biennially to the:
        (1) general assembly;
        (2) governor; and
        (3) commission for career and technical education within the department of workforce development;
on attrition and persistence rates by students enrolled in state career and technical education.
    (b) A report under this section to the general assembly must be in an electronic format under IC 5-14-6.
