        28J.4  JOINING AN EXISTING PORT AUTHORITY.
         1.  A political subdivision which is contiguous to either a
      political subdivision which participated in the creation of the port
      authority or a political subdivision which proposes to join the port
      authority at the same time which is contiguous to a political
      subdivision which participated in the creation of the port authority
      may join the port authority by resolution.
         2.  If more than one such political subdivision proposes to join
      the port authority at the same time, the resolution of each such
      political subdivision shall designate the political subdivisions
      which are to be so joined.
         3.  Any territory or city not included in a port authority which
      is annexed to a city included within the jurisdiction of a port
      authority shall, on such annexation and without further proceedings,
      be annexed to and be included in the jurisdiction of the port
      authority.
         4.  Before a political subdivision is joined to a port authority,
      other than by annexation to a city, the political subdivisions
      comprising the port authority shall agree upon the terms and
      conditions pursuant to which such political subdivision is to be
      joined.
         5.  For the purpose of this chapter, such political subdivision
      shall be considered to have participated in the creation of the port
      authority, except that the initial term of any director of the port
      authority appointed by a joining political subdivision shall be four
      years.
         6.  After each resolution proposing a political subdivision to
      join a port authority has become effective and the terms and
      conditions of joining the port authority have been agreed to, the
      board of directors of the port authority shall by resolution either
      accept or reject the proposal.  Such proposal to join a port
      authority shall be effective upon adoption of the resolution by the
      board of directors of the port authority and thereupon the
      jurisdiction of the port authority includes the joining political
      subdivision.
