        29A.10  INSPECTIONS.
         The governor may order such inspections of the different
      organizations, units, and personnel of the national guard as the
      governor may deem proper and necessary.
         The form and mode of inspection shall be prescribed by the
      adjutant general.
         The governor may appoint an officer of the national guard to serve
      as special investigator for a period determined by the governor.
      Service as special investigator shall be state active duty.  The
      special investigator shall report to and serve at the pleasure of the
      governor.  The duty of special investigator shall be assigned as
      additional duty.  The special investigator shall not be the person
      designated as inspector general pursuant to federal national guard
      bureau regulation.
