        29A.15  STATE AWARDS AND DECORATIONS.
         The adjutant general, from the funds appropriated for the support
      and maintenance of the national guard, shall procure and issue to the
      members of the national guard merit or service badges or other
      appropriate awards for service under regulations and according to the
      design and pattern determined by the adjutant general.  Members of
      the national guard who, by order of the president, serve in federal
      forces during national emergency, may count the period of that
      federal service toward the procurement of a service badge.
