        2.12A  LEGAL EXPENSES REVIEWED BY THE COURT.
         If a member or members of the general assembly are involved in
      court proceedings on behalf of the general assembly, and are
      represented by an attorney who is not an employee of the state, and
      the legislative council determines that the reasonable expense of the
      court proceedings, including reasonable attorneys' fees, shall be
      paid from funds in the state treasury appropriated pursuant to
      section 2.12, at the conclusion of the court proceedings, the court
      shall review the fees charged to the state to determine if the fees
      are fair and reasonable.  The legislative council shall not reimburse
      attorneys' fees in excess of those determined by the court to be fair
      and reasonable.
