        2C.11  SUBJECTS FOR INVESTIGATIONS.
         1.  An appropriate subject for investigation by the office of the
      citizens' aide is an administrative action that might be:
         a.  Contrary to law or regulation.
         b.  Unreasonable, unfair, oppressive, or inconsistent with the
      general course of an agency's functioning, even though in accordance
      with law.
         c.  Based on a mistake of law or arbitrary in ascertainments
      of fact.
         d.  Based on improper motivation or irrelevant consideration.

         e.  Unaccompanied by an adequate statement of reasons.
         2.  The citizens' aide may also be concerned with strengthening
      procedures and practices which lessen the risk that objectionable
      administrative actions will occur.
