        2C.14  INSTITUTIONALIZED COMPLAINANTS.
         A letter to the citizens' aide from a person in a correctional
      institution, a hospital, or other institution under the control of an
      agency shall be immediately forwarded, unopened to the citizens' aide
      by the institution where the writer of the letter is a resident.  A
      letter from the citizens' aide to such a person shall be immediately
      delivered, unopened to the person.
