        2C.6  DEPUTY -- ASSISTANT FOR PENAL AGENCIES.
         The citizens' aide shall designate one of the members of the staff
      as the deputy citizens' aide, with authority to act as citizens' aide
      when the citizens' aide is absent from the state or becomes disabled.
      The citizens' aide may delegate to members of the staff any of the
      citizens' aide's authority or duties except the duty of formally
      making recommendations to agencies or reports to the governor or the
      general assembly.
         The citizens' aide shall appoint an assistant who shall be
      primarily responsible for investigating complaints relating to penal
      or correctional agencies.
