        10A.102  DEPARTMENT ESTABLISHED.
         The department of inspections and appeals is established.  The
      director of the department shall be appointed by the governor to
      serve at the pleasure of the governor subject to confirmation by the
      senate no less frequently than every four years, whether or not there
      has been a new director appointed during that time.  If the office
      becomes vacant, the vacancy shall be filled in the same manner as
      provided for the original appointment.
