        97B.23  PENALTY FOR NONCOMPLIANCE.
         In case of refusal to obey a subpoena duly served upon any person,
      any district court of the state of Iowa for the district in which the
      person charged with refusal to obey is found or resides or transacts
      business, upon application by the system, may issue an order
      requiring that person to appear and give testimony, or to appear and
      produce evidence, or both.  Any failure to obey the order of the
      court may be punished by the court as contempt.
