99G.38 AUTHORITY FINANCE -- SELF-SUSTAINING.
1. The authority may borrow, or accept and expend, in accordance
with the provisions of this chapter, such moneys as may be received
from any source, including income from the authority's operations,
for effectuating its business purposes, including the payment of the
initial expenses of initiation, administration, and operation of the
authority and the lottery.
2. The authority shall be self-sustaining and self-funded.
Moneys in the general fund of the state shall not be used or
obligated to pay the expenses of the authority or prizes of the
lottery, and no claim for the payment of an expense of the lottery or
prizes of the lottery may be made against any moneys other than
moneys credited to the authority operating account.
3. The state of Iowa offset program, as provided in section
8A.504, shall be available to the authority to facilitate receipt of
funds owed to the authority.
