        145A.6  PETITION OF PROTEST.
         The plans formulated for the area hospital shall be deemed
      approved unless, within sixty days after the third and final
      publication of the order, a petition protesting the proposed plan
      containing the signatures of at least five percent of the registered
      voters of any political subdivision within the proposed merged area
      is filed with the respective officials of the protesting petitioners.
