        145A.9  CONTINUANCE OR ABANDONMENT.
         If the voters at the special election approve by a majority vote
      the proposed plan, then the plan may be carried out as originally
      proposed.  However, if the voters of any political subdivision within
      the proposed area reject the plan as set out in the original order,
      then said original order shall be wholly nullified.
