        220A.1  PURPOSE.
         The purpose of this chapter is to permit information concerning
      persons who are believed to have mental disabilities to be
      efficiently used by and exchanged among the state and local
      governments, their departments and agencies, and with other public or
      private agencies, where the use or exchange of the information is for
      the purpose of assisting any of the agencies in providing care,
      evaluation, services, assistance, education, or habilitation to such
      persons.
