        232.1A  FOSTER CARE PLACEMENT -- ANNUAL GOAL.
         The annual state goal for children placed in foster care that is
      funded under the federal Social Security Act, Title IV-E, is that not
      more than fifteen percent of the children will be in a foster care
      placement for a period of more than twenty-four months.
