        233A.13  BINDING OUT OR DISCHARGE.
         The binding out or the discharge of an inmate as reformed, or
      having arrived at the age of eighteen years, shall be a complete
      release from all penalties incurred by the conviction for the offense
      upon which the child was committed to the school.
