        257C.16  AUTHORITY OF SCHOOLS.
         A school may issue and sell or pledge its notes to the authority
      or the authority's designated agent or trustee.  Schools may enter
      into contracts and agreements with the authority to effectuate the
      purposes of this chapter.  In acting pursuant to this section,
      schools are exempt from all laws of the state which provide for
      competitive bids and hearings in connection with such sales, pledges,
      contracts and agreements.
