        261A.25  NOTICE.
         The authority shall publish a notice of its intention to issue
      obligations in a newspaper published in and with general circulation
      in the state.  The notice shall include a statement of the maximum
      amount of obligations proposed to be issued, and in general terms,
      what receipts will be pledged to pay bond service charges on the
      obligations.  An action which questions the legality or validity of
      the obligations or the power of the authority to issue the
      obligations or the effectiveness or validity of any proceedings
      adopted for the authorization or issuance of the obligations shall
      not be brought after sixty days from the date of publication of the
      notice.
