Chapter 21.--CRIMES AND PUNISHMENTS
PART III.--CLASSIFICATION OF CRIMES AND SENTENCING
Article 46.--SENTENCING

      21-4601.   Construction.This article shall be liberally construed to the end that personsconvicted of crime shall be dealt with in accordance with their individualcharacteristics, circumstances, needs, and potentialities as revealed bycase studies; that dangerous offenders shall be correctively treated incustody for long terms as needed; and that other offenders shall be dealtwith by probation, suspended sentence, fine or assignment to acommunity correctional services program whenever such dispositionappears practicable and not detrimental to the needs of public safety andthe welfare of the offender, or shall be committed for at least a minimumterm within the limits provided by law.
